President Chakwera believes that for real development to manifest, then power must fully devolve to local councils and final cost centres within communities.
It is for this reason that his first task in 2020 was reorganize how Capital Hill supports councils with a transitionary administrative framework that brings real development to all Malawians.

Improved service delivery at council level through tailor-made development
Equitable distribution of development across all districts
Opportunities to unlock
Increased the Constituency Development Fund (CDF) from K30 million in 2020 to K220 million in 2025.
Construction of modern offices and sports stadia in district councils (M’mbelwa in Mzimba, Ntcheu, Thyolo, Zomba, Mangochi, Mzuzu City and Mwanza)
25 out of 28 districts achieved higher scores under the Local Authority Performance Assessment (LAPA). So far, K20.2 billion has been disbursed, funding 179 development projects nationwide.
